Q Can a couple get married in a Singapore embassy in another country?
A No. Officers of our overseas mission are not authorised to solemnise marriages.
 
Q Can my friend be a foreign language interpreter?
A No, only an interpreter who is certified by the Courts or from the respective country's Embassy will be accepted.
 
Q Can we leave Singapore after we have submitted an application for marriage?
A Yes. However, both parties must be present for the marriage solemnisation.
 
Q Can I file a notice of marriage with a Decree Nisi only? My lawyer says it is all right for me to do so.
A No. The Registry requires a Decree Nisi Absolute.
 
Q Can only one party file notice of marriage or can a third party submit application on behalf of the couple?
A Representation is not allowed. Two parties must be present at the Registry to file a notice of intended marriage. A Statutory Declaration will have to be made by both applicants at the Registry.
 
Q The Courts had dissolved my marriage. How long must I wait before I can marry again?
A You can marry again as long as you have obtained a Decree Nisi Absolute.
 
Q I do not want my partner to know that I had previous marriage. Can verification of my divorce papers be done before I come down with my partner to file notice of marriage?
A The marriage Register may be open to parties concerned and hence the Registry is unable to assist with suppression of information.
 
Q Can two Muslims get married under Civil law?
A Under the Woman Charter, an act who governs civil marriages, persons who are Muslims cannot register for marriage under it.
 
Q I am thinking of registering my marriage abroad but the authority there requires me to produce documents to prove that I'm still single so that I could file notice of marriage. What should I do?
A
You are required to do a search of the marriage records maintained by this Registry, on yourself. Searches can be done as follows:
 
i. Apply for an online search through the Search for Marriage Records.
ii. Make an application for search through the post. Application to contain your name, NRIC number and date of birth. A cheque to the 'Registrar of Muslim Marriages' is to be enclosed with the application.
iii. Call personally or send a representative to ROMM to make the application through the Electronic Marriage Record Search (EMRS) kiosk or service counter.
 
For your information, most countries only accept the Official Search Result as a single status certificate after it is endorsed by its Embassy in Singapore and the Ministry of Foreign Affairs, Singapore.
 
Q Can the certificate be collected within a day of application?
A Yes, it can be collected within half an hour if the data is in electronic format. For older records, which are in manual archive, it may take up to one working day.
 
Q Can I change my particulars in the marriage certificate after my marriage?
A The Marriage Certificate contains records of original information at the point of marriage. Such original records are not for alteration or updating in any manner.
 
Q By virtue of my marriage, can my foreign spouse become Singapore Citizen?
A ROMM is in no position to advice you on immigration matter. You may want to refer your query to the Immigration & Checkpoints Authority.
 
Q What is captured in a Guardian (Wali) consent letter?
A The Wali must declare in his consent that he allows his daughter to marry in Singapore with the proposed groom and that he appoints the Kadi as a Wali Hakim. By the Syariah Law, the Wali must be more than 86 kilometres from Singapore and he is unable to be present for the registration and solemnisation due to extenuating circumstances.
